MANDATE
Establishment of the Fund
Construction Industry Trust Fund (CITF) was established under section 25 of the Finance and Audit Act (Cap 54:01) as a special Fund through Statutory Instrument No 139 of 1991.
The core function of CITF is to provide:
Skills training for the building and construction sector, through responsive Competency Based Modular Training – (Pre-service).
Skills improvement courses to employees of the building industry through Recognition of Prior Learning (RPL) leading to certification awards (In-service).
Specialized skills training programmes for the building industry as and when the need arise.
PURPOSE
The purpose of the fund was to finance a crash skills training programme to facilitate training as a matter of urgency, so that Batswana could be trained as artisans or craftsmen and aim to meet the needs of the building and construction industry without having to rely on imported skills.
The need for establishment of the fund was generated by a critical shortage of semi-skilled and skilled artisans that were required to handle the large amount of construction work (construction boom) during the National Development Plan 6 (NDP6).
ADMINISTRATION
The administration of the Fund is done through a Board of Trustees provided for under the same Statutory Instrument No. 139 of 1991 and responsible for policy issues and the general administration of the Fund through the Management Committee.  The Board of Trustees is appointed by the Minister of Labour and Home Affairs.
Composition of the Board
The Board is composed of 9 members consisting of;
Government Representatives
1 x Ministry of Education and Skills Development/ Department of Vocational and Educational Training (DVET).
1 x Directorate of Public Service Management (DPSM).
3 x Ministry of Labour and Home Affairs
Permanent Secretary – Chairperson, CITF Board
Commissioner of Labour
Director, Madirelo Training and Testing Centre
Industrial Representatives:
1 x Botswana Confederation of Commerce Industry and Manpower. (BOCCIM) – Construction Sector.
2 x Association of Botswana Building and Civil Engineering Contractor (ABCON).
1 x Tshipidi Badiri Builders Association (TBBA).
